Motor third-party liability insurance is compulsory in Morocco. But mandatory liability cover mainly protects against the financial consequences of damage caused to third parties; it does not automatically mean damage to your own vehicle is covered.
Last verified: October 2026
That distinction matters whether you are buying a car after moving to Morocco, insuring a used vehicle or comparing policies as a foreign resident. A basic policy can satisfy the legal liability requirement while leaving you to pay for damage to your own car unless you selected the relevant optional guarantees.
Important: this guide is general information, not personalized insurance or legal advice. Policy wording, driver conditions, deductibles, limits and documents vary. Read the schedule and general conditions, then confirm your licence, vehicle and intended travel with the insurer or authorized intermediary before accepting a policy.
Is Car Insurance Mandatory in Morocco?
Yes. Article 120 of Morocco’s Insurance Code requires motor civil liability insurance when a person’s civil liability may arise from bodily injury or property damage caused by a motor vehicle, trailer or semi-trailer covered by the rule.
ACAPS, Morocco’s insurance and social-welfare supervisory authority, explains that this mandatory responsabilité civile automobile, usually shortened to RC, covers the financial consequences of liability for covered bodily injury or property damage caused to third parties.
RC is therefore essential, but it is not the same thing as cover for your own vehicle. Theft, fire, glass damage, flooding and damage to your car depend on guarantees actually written into your contract.
Mandatory and Optional Car Insurance Cover
Moroccan insurance vocabulary can be confusing in English. The table below gives the practical distinction, but the contract remains decisive. Optional guarantees are not identical across every insurer and may include their own definitions, exclusions, caps and deductibles.
| Coverage | Mandatory? | What it generally protects |
|---|---|---|
| Responsabilité civile | Yes | Third-party bodily/property damage |
| Tierce / own-damage cover | No | Own vehicle under covered damage events |
| Dommages collision | No | Certain collisions as defined by contract |
| Vol | No | Theft / attempted theft according to contract |
| Incendie | No | Fire-related damage |
| Bris de glace | No | Covered glass components |
| Inondation | No | Contract-defined flood/water damage |
| Persons transported | No | Contract-defined bodily cover |
ACAPS distinguishes tierce from dommages collision. Its public guidance describes tierce as own-vehicle damage cover for specified events, while collision cover can depend on a collision with an identified third party. Do not treat the names as interchangeable.
Does “Tous Risques” Mean Everything Is Covered?
No. A product sold as tous risques or multirisque can provide broader protection, but the label does not remove contractual limits.
Before signing, verify:
- the guarantees actually included;
- the exclusions;
- the deductible or franchise for each guarantee;
- compensation caps;
- the insured or assessed vehicle value;
- conditions for activating each guarantee;
- geographic coverage;
- who is authorized to drive; and
- which events and vehicle components are covered.
Read the schedule and exclusions, not just the product name.
ACAPS defines a franchise as the part of an insured loss that remains payable by the insured. A policy can look broad but still leave a meaningful amount at your expense after a claim.
Can a Foreigner Buy Car Insurance in Morocco?
A foreign driver should approach the purchase as a vehicle, licence and contract check rather than assuming nationality alone answers the question. Ask the insurer which identity, residence, vehicle-registration and driving-licence documents it requires for your situation and which drivers will be declared on the policy.
The driver must be legally authorized to drive the vehicle. If you are becoming resident, verify your foreign licence separately and early. The complete guide to exchanging a foreign driving licence in Morocco explains the NARSA rules, recognition agreements and document process.
ACAPS Letter Circular No. 164648 of 29 December 2025 clarifies the driving-licence exclusion in the standard motor RC conditions. It says the exclusion is for cases where, at the time of the loss, the driver does not hold the valid licence required for that vehicle or has lost the right to drive. It also states that expiry of the physical licence support does not automatically mean the underlying right to drive has been lost. This is a narrow regulatory clarification, not permission to drive with a licence that is legally invalid for your situation.

What Should Foreigners Compare?
- Mandatory liability cover
- Own-damage cover
- Collision conditions
- Deductible / franchise
- Theft
- Fire
- Glass
- Flood / weather
- Roadside assistance
- Replacement vehicle
- Driver bodily protection
- Passenger bodily protection
- Declared drivers
- Geographic coverage
- Vehicle valuation method
- Repair network
- Claim process
- Exclusions
- Cancellation conditions
- Renewal conditions
Ask for a written schedule or quotation that lets you compare the same guarantees and deductibles. A lower premium is not automatically a better offer if it removes cover you actually need.
Where Is Your Policy Valid?
Where is this policy valid? Ask this before taking the car onto a ferry or crossing a border.
Do not assume a Moroccan policy automatically gives the same protection in Spain, the rest of Europe or every destination. Territorial validity depends on the contract, any extensions, the proof of insurance issued for travel and the destination country’s requirements.
Before departure, ask the insurer in writing:
- whether RC is valid in the destination;
- whether optional own-damage, theft, assistance and passenger guarantees also apply there;
- which certificate or international proof must be carried;
- the validity dates and listed territories; and
- what number to call and which repair or towing process applies abroad.
ACAPS guidance refers to international proof of RC for participating foreign territories. Because systems and documents can change, confirm the current document and listed countries directly rather than relying on an old rule or a previous trip.
What to Do After an Accident in Morocco
- Deal with immediate safety first. Move out of danger when it is safe and seek emergency help for injuries.
- Identify the people and vehicles involved. Record names, contact details, registration numbers and available insurance information.
- Preserve evidence. Take clear photos of positions, damage, plates, road conditions and relevant signs without putting yourself at risk.
- Complete a constat amiable when applicable. ACAPS’s driver kit describes the joint accident report as the first step for a collision. Do not sign a version you do not understand or agree with.
- Contact police or Royal Gendarmerie when appropriate. ACAPS says to involve them for bodily injury, when the other driver refuses the joint report or version, and when the responsible driver is unidentified and has fled. This is not a claim that every minor collision follows one universal police procedure.
- Notify the insurer promptly. Check the notification deadline in your policy and report the claim promptly.
- Follow the assessment and repair process. Ask before authorizing repairs, keep invoices and correspondence, and follow instructions for inspection or an appointed expert.
Roadside assistance is also contract-based. ACAPS describes possible services such as emergency coordination, help with a joint report, roadside repair, towing and a replacement vehicle, but only within the subscribed assistance terms.
Third-Party Liability Claim Versus Your Own Vehicle Claim
If you cause damage to someone else
Mandatory RC operates within the applicable legal and contractual framework to compensate covered third-party bodily injury or property damage. It does not automatically pay to repair your own car.
If your own vehicle is damaged
Your compensation depends on the optional guarantees you actually bought, the event covered, exclusions, deductible, valuation and claim conditions. ACAPS identifies tierce and collision damage as examples of optional vehicle-damage guarantees.
What If the Other Driver Is Uninsured or Unknown?
Morocco has a Fonds de garantie des accidents de la circulation (FGAC). ACAPS and the Insurance Code describe its intervention for bodily injury under specific legal conditions when the responsible person is unknown or is uninsured and unable to compensate the victim.
This is not automatic compensation for every material loss or every hit-and-run. Eligibility, evidence, procedure and deadlines matter. ACAPS’s driver kit explains that an unidentified responsible driver should be documented by a police or gendarmerie report and that material damage depends first on the optional guarantees in your own policy. Seek case-specific guidance promptly.
Buying a Used Car: Check Insurance Before You Commit
Do not wait until after purchase to discover the insurance conditions. Before buying a used car, ask for a quotation based on the actual vehicle and your driver profile.
- Confirm the vehicle’s identity, registration and supporting documentation.
- Ask how the vehicle will be valued for own-damage cover.
- Check whether power or other vehicle characteristics affect the quotation.
- Choose the guarantees and deductibles before comparing totals.
- Review available history and maintenance documentation.
- Plan the ownership-transfer paperwork.
- Confirm the exact effective date of the new cover so there is no uninsured gap.
If you are bringing a vehicle from abroad instead, use the separate guide to importing a car to Morocco. Customs status, registration and insurance are related practical tasks but not the same procedure.
How Much Does Car Insurance Cost in Morocco?
There is no meaningful single “expat car insurance price” without defining the vehicle, driver and cover.
A useful quotation needs, at minimum, the vehicle and its value, the characteristics used by the insurer, the driver profile and history, the selected guarantees, the deductibles and the insurer’s terms. Comparing a basic RC-only quote with a broader own-damage policy produces a misleading result.
This guide therefore does not publish copied Internet price ranges or name a “cheapest” insurer. A credible future price comparison would need standardized vehicles, drivers, guarantees, dates, deductibles, options and exclusions. Until then, request like-for-like written quotations.
Documents to Keep
- the policy, schedule and general conditions;
- the current certificate or proof of insurance;
- payment receipts;
- claim forms and submitted documents;
- photos, reports and other accident evidence;
- repair estimates, invoices and expert reports; and
- emails, letters and messages exchanged with the insurer or intermediary.
Also tell the insurer about changes that may affect the risk within the time and manner required by the contract. ACAPS lists this among the insured person’s obligations.
Common Mistakes to Avoid
- Buying only by price. Compare the same guarantees, limits and deductibles.
- Assuming mandatory RC repairs your own car. It is primarily third-party liability cover.
- Trusting the words “tous risques.” Read what is included and excluded.
- Leaving a regular driver undeclared. Confirm every authorized-driver condition in writing.
- Ignoring licence status. Insurance does not make an invalid driving situation legal.
- Assuming Europe is included. Verify territory and travel documents before leaving Morocco.
- Authorizing repairs too early. Follow the insurer’s assessment and repair instructions.
- Missing a contractual notification deadline. Report promptly and keep proof.

FAQ About Car Insurance in Morocco
Is car insurance mandatory in Morocco?
Motor third-party liability insurance is compulsory for vehicles covered by Article 120 of Morocco’s Insurance Code. Optional guarantees for your own vehicle are separate.
What does mandatory liability insurance cover?
ACAPS describes RC as covering the financial consequences of the insured person’s civil liability for covered bodily injury or property damage caused to third parties.
Does mandatory insurance cover damage to my own car?
Not automatically. Damage to your own car depends on optional guarantees such as tierce or collision damage and on the contract’s conditions, exclusions and deductible.
What does “tous risques” mean in Morocco?
It generally describes broader cover, but it does not mean every event is insured without limits. Check the actual guarantees, exclusions, deductibles, caps, valuation, drivers and territory.
Can foreigners buy car insurance in Morocco?
Foreign drivers should ask the insurer for the documents and driver conditions that apply to their identity, residence, vehicle and licence situation. Do not assume every provider asks for the same file.
Does my foreign driving licence affect insurance?
It can. The driver must be legally entitled to drive, and the contract may include driver conditions. ACAPS clarified in December 2025 how the standard RC exclusion concerning a valid licence should be applied, but you must still verify your licence status separately.
Does Moroccan car insurance cover driving in Europe?
Do not assume it does. Ask which countries are listed, which proof is required and whether optional guarantees and assistance remain valid for the full trip.
What should I do after an accident?
Prioritize safety, exchange information, preserve evidence, complete a joint report when applicable, involve police or gendarmerie in the situations that require them, notify the insurer promptly and follow the assessment and repair process.
What happens if the other driver is uninsured or unknown?
The FGAC can intervene for bodily injury in specific legal situations involving an unknown or uninsured responsible person, subject to conditions and procedure. It is not automatic cover for every material loss.
How much does car insurance cost in Morocco?
There is no single meaningful expat price. The quotation depends on the vehicle, value, driver, history, guarantees, deductibles and insurer terms. Compare written quotes on the same basis.
Are theft, fire and glass automatically covered?
No. ACAPS lists theft, fire and glass among optional vehicle guarantees. Confirm that each one appears in your schedule and read its limits and exclusions.
